Peter Prows has advised the Permanent Mission of Palau to the United
Nations on fisheries and law of the sea matters since 2005. He
represented Palau in the UN negotiations that culminated in 2006 in a
consensus General Assembly ban on destructive bottom trawling in the
high seas. This effort is the subject of his forthcoming article
in the Colorado Journal of International Environmental Law and
Policy--"A Mouse Can Roar: Small Island States, the United Nations,
and the End of Free-For-All Fishing on the High Seas."
In addition to his international environmental law and diplomatic
experience, Mr. Prows has significant experience with complex
international dispute settlement involving sovereigns. He is currently
the private arbitration law clerk to the Hon. Charles N. Brower, 20
Essex Street Chambers, London. He assists Judge Brower from The Hague
in his practice arbitrating international commercial and investment
disputes, including significant cases with NAFTA, ICSID, ICC, SCC, AAA,
PCA, and LCIA, as well as ad hoc cases under the UNCITRAL Rules. He
was also law clerk to His Excellency Judge A.G. Koroma (Sierra Leone)
at the International Court of Justice in The Hague for its 2006/2007
term.
Mr. Prows received his JD and LL.M. law degrees from New York
University School of Law and his Bachelor of Arts degree from Oberlin College.
